Cost-benefit analysis of the In-Home Supportive Services Program in San Diego County

Movement Economics was contracted by the County of San Diego to conduct a cost-benefit analysis of the County’s In-Home Supportive Services (IHSS) program. To do this, we compare the net costs and benefits of the IHSS program to the most likely long-term care services that IHSS consumers would use as an alternative to IHSS.
